Ad serving for users without consent

When a user does not accept any of the purposes 2, 7, 9, and 10 from the CMP (consent management platform) from the TCF framework, Google Ad Manager does not serve ads at all despite the fact that various bidders would bid.
With Prebid Stack it is possible to serve ads to those users. In such a situation, Prebid Stack will organize the auction for bidders which are willing to receive ad requests without consent, and serve directly the winning bid, without calling GAM.
How does it work?
When a user arrives on a page, Prebid Stack will identify the TCF status and segment users in 2 categories:
- Users who comply with all purposes 2-7-9-10
- User who do not comply with any of the purposes 2-7-9-10
If the users comply, Prebid Stack will work as normal: it will run the auction and then pass the information to GAM.
If the users do not comply, Prebid Stack will only send ad requests to the bidders selected for such use case:
- In Inventory > Domain > Edit domain toggle on

- In Setup > Bidders for Own bidders select all the bidder aliases to whom you want to send bids in this use case
- For Yieldbird bidders: the bidders are selected automatically upon their willingness to bid or not in such use case. You can check their position in Setup > Bidders > Yieldbird bidders.
All the connected Yieldbird bidders who are willing to bid will be sent bid requests. The bidders who do not wish to receive ad requests from non-consenting users will not receive such requests.
What are the benefits?
Since for users who do not accept purposes 2-7-9-10, Google Ad Manager does not serve ad, you are missing out on a potential segment of users. With this feature, you can easily still monetize such users, and thus increase your revenue. Additionally, you improve the relationship with your bidders by not sending ad requests unless they are interested in.
